Item consists of a speech given by Dr. MacMillan at the opening of a new rural high school in Victoria County. Dr. MacMillan emphasizes the importance in receiving a higher education. The school was built to serve the Western and Central parts of Victoria County. The creation of this school made it easier for students to obtain a grade 12 certificate and there were also school buses available to pick up and drop off students.
